Title: Health, Safety & Resilience Manager Location: Antrim (may be required to work at other locations if necessary)Duration: Temporary, 3 months initially with possible extensions. Full time, 37 hours per week. Mon-Fri 9am-5pm. Salary: £25.13 per hour. On behalf of our client, we are seeking a Health, Safety and Resilience Manager to support the Head of Health Safety & Resilience in department matters and deputise where required. The post holder will assist with the development, promotion, implementation and regular review of the Councils Health, Safety and Resilience Strategies, Policies, Procedures and Plans as well as providing specialist advice and guidance to the Head of Health, Safety & Resilience and all Directors, Deputy Directors, Heads of Service, Managers and staff in matters relating to health, safety and welfare.Core Responsibilities include:To lead Council’s compliance with all Health, Safety and Wellbeing statutory and business requirements, fulfilling the statutory role of ‘competent person’ as outlined in Regulation 7 of the Management of Health and Safety at Work (NI) Regulations 2000 and reduce the risk of threats to Council.Act as the primary source of specialist technical advice and guidance to management and staff on matters relating to Health, Safety and Well-being, including informing and facilitating internal policy review and development.Lead on preparing all supporting policies and procedures. Identify any internal or external changes with the potential to affect these documents and prepare reports accordingly for the Head of Health. Safety and Resilience’s approval.Assist with the development, review and promotion of Council’s Resilience plans, including Emergency Plan, and all supporting plans.Assist with the implementation of Business Continuity plans, engaging with relevant services on critical reviews to ensure an effective Business Continuity response.Identify and analyse trends and opportunities for improvement across all areas of Health, Safety & ResilienceEffectively manage the Resilience aspects to ensure and support an appropriate Council response and recovery during and after emergenciesAdvise on policy amendments and extensions to current Council Insurance policy.Plan, design, co-ordinate and deliver health, safety and well-being training programmes.Facilitate consultation with the Trade Unions in respect of health and safety matters, and assist in responding and resolving union safety concerns across all services.Co-ordinate and support the work of the Council’s Corporate Health, Safety and Well-Being Committee and any other relevant committeesEssential criteria:Degree or equivalent qualification in a relevant discipline e.g. risk management, health and safety, environmental health etc.ANDA relevant professional qualification e.g. NEBOSHChartered membership of a relevant professional bodyConsideration may be given to those candidates who do not hold the above academic qualification but who can demonstrate a minimum of 4 year’s relevant experience as outlined below.2 years relevant experience in a Health and Safety role including;a) Policy implementation, trainingb) Providing advice and guidance to managersc) Management of staffOther requirements:Full valid UK driving licence.Ability to work unsupervisedHave a proactive approach to Health and SafetyHave detailed and current knowledge of Health and Safety Legislation and its application in the workplaceWorking knowledge of Microsoft Office softwareGood understanding of current health initiatives and how to promote these in the workplaceAttend agreed Council events in Health Safety & Resilience roleProvide out of hours standby cover for Health Safety & ResilienceAvailable to work after hours, particularly evenings, to facilitate engagements and meetings.If you would like to be considered for this role or find out more, please email me your CV now by clicking on the link and I will be in touch.
