Business Development Officer - Bus Shelter Project

Fixed Term, Full Time

£26,076 to £30,678 per annum

Location: Chelmsford

The Opportunity

The Business Development Officer will contribute to the overall commercial direction of the Integrated Passenger Transport Unit (IPTU) by identifying innovative new business opportunities and enhancements to existing services across the IPTU.

The role will support the Business Development team in the delivery of their projects and initiatives contributing towards the overall direction of travel and ambitious income targets. This role will specifically support the implementation of the Essex-wide Bus Shelter Contract.

The ideal candidate would have or be seeking to develop experience of project delivery and implementation within a commercial environment. Contributing to the development of business cases which successfully attain funding is key to success. A knowledge and expertise within the advertising sphere would also be advantageous.

Accountabilities

  • Contributing to the development of business cases, across the IPTU, invest to save and infrastructure capital projects.
  • Carry out research and collecting data to support business cases, identifying the key associated benefits and risks.
  • Responsible for ensuring projects meet key milestones and are delivered on time and within budget; specifically, the Essex-wide Bus Shelter project.
  • Work collaboratively across the Council to drive the procurement process for projects
  • Manage internal and external stakeholder engagement for projects, taking account of potential sensitivities and ensuring best outcomes for the communities of Essex.
  • Contribute to the development of new projects which encourage innovative and entrepreneurial business models and generate income, to deliver a financially viable service on a sustainable basis.
  • Update progress recording system to track progress of financial targets across the Business Development function within the IPTU
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.
  • Lead the production of planning application maps through GIS and submit planning applications to District Authorities

The Experience You Will Bring

  • Educated to RQF level 3 (A-Level) or equivalent by experience
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Experience of project delivery and implementation
  • Experience of building strong relationships and partnerships which are collaborative and influential in nature and engender delivery.
  • Good leadership skills which motivate multi-disciplinary teams from diverse backgrounds, to achieve strategic objectives.
  • Advantageous to have experience in the UK advertising market, understanding the current and future network; including planning law and applications and managing public relations impacts that arise.
