Job description : They will command the confidence of UKHSA's Chief Executive, Board, Chair, Executive Committee, officials across UKHSA. They will operate effectively across organisational boundaries, influencing and developing relationships with their peers in DHSC, No.10 and other organisations. They will often be responsible for 'joining the dots' across the organisation and working alongside colleagues to help problem solve new challenges. They will be looked to for creative thinking, ability to take both a strategic and tactical view on challenges and potential ways forward and consider links to wider issues. They will also be looked to for advice on propriety, ethics and guidance in terms of interactions with Ministers and across government. They will 'hold' the relationship with DHSC Ministerial Private Offices and other private offices, notably No.10. The post-holder will be accountable for high-quality advice and support to the Chair and Chief Executive and wider Executive and Non-Executive group. They will lead the Private Office Group ensuring high-quality development, recruitment and retention and well-being support. The Chief of Staff - Chief Executive and Chair's Office will be accountable for: Provision of high-quality private office support to the Chief Executive, Chair, Non-Executives and wider Executive Committee Provision of advice and support on all UKHSA operational and strategic issues to the Chair and Chief Executive Working with the governance team to develop and maintain a robust governance approach across the organisation including Executive and Non-Executive Committees Developing and maintaining influential relationships with DHSC Ministerial private offices, No.10, the Cabinet Office Task Force and other key stakeholders Leading a highperforming, engaged and successful team with strong staff survey scores and a clear focus on development Problem solving on specific strategic and tactical issues for UKHSA to ensure successful delivery including on specific projects as agreed with the Chief Executive and Chair. Person specification : UKHSA is looking to appoint an outstanding values-based leader for this vital role. They will be an experienced senior leader with a track record of delivery across policy, strategy, management of stakeholders and leadership of distributed and multi-disciplinary teams. They will have significant experience of working with Ministers and senior officials and have a deep understanding of decision-making processes in Whitehall and the wider public sector. Essential Criteria Ability to work at pace on a range of competing priorities, whilst remaining calm under pressure and demonstrating resilience. A proven track record of making a strong personal impact, demonstrating effectiveness and credibility to operate at a senior level. Excellent communication and interpersonal skills with the ability to influence and motivate people at all levels, building trust with stakeholders to achieve goals. Strong leadership skills to get the best out of the team and support their development and growth. Excellent judgement and highly developed policy and strategic analysis skills. A proven commitment to maintaining an environment where staff engagement and morale are high, and to enabling individuals to fulfil their own potential and make an effective contribution to priorities A proven commitment to promoting an inclusive culture in teams and beyond. A track record of managing sizable teams to deliver programmes across complex organisations, holding team members to account and being accountable for the successful outcome. Experience of using models of influence to shape strategy, policy and operations, gain the confidence of both internal and external senior stakeholders from a broad range of diverse backgrounds throughout problemdefinition and solutiongenerating phases at a strategic level. Experience of working effectively and of leading a team successfully during periods of sustained pressure, scrutiny and ambiguity.
