Hays are currently working with a local council in the Midlands area to recruit an Interim Commissioning Manager. This role will focus on children's strategic commissioning, driving and supporting partnership work and collaboration on behalf of and between the fourteen local authorities and the Children's Trusts across the West Midlands.
Key Responsibilities:
Lead, facilitate, or coordinate effective regional commissioning to deliver high-quality, value-for-money services for children, young people, and families that meet identified needs.
Manage, facilitate, or coordinate the commissioning of services for children and young people in accordance with national standards, legislation, and relevant policy, working in partnership with West Midlands local authorities, Children's Trusts, health partners, providers, other statutory agencies, and voluntary organisations.
Support the West Midlands Commissioning Hub Manager in creating an environment where the skills, expertise, and resources of the commissioning and placement resources in the region are supported and enabled to collaborate in improving the quality, cost, and effectiveness of the relevant markets.
Support the development and delivery of the Strategic Commissioning Network (SCN) forward plan, as agreed by the West Midlands Directors of Children's Services (WM ADCS), monitoring progress against key milestones to ensure the programme delivers on time, on budget, and to agreed quality standards.
Support and/or undertake commissioning activity based on a clear commissioning framework that incorporates current and future needs analysis, service mapping, consultation and engagement, options appraisal, and benefits realisation.
Knowledge and Skills:
Detailed knowledge and understanding of the legal, policy, political, and financial framework within which the local authority and NHS operate.
In-depth knowledge of the current national and local agenda, relevant legislation, and statutory requirements for social care and health services, and their implications for the commissioning of services.
Specific knowledge of legislation, regulations, guidance, and good practice relating to looking after children, including Regulations and National Minimum Guidance for Fostering and Residential Care.
Understanding of how to commission services for children and young people in a culturally diverse environment, including assessment of need, development of specifications, monitoring, review, and evaluation of services.
Knowledge of outcome-based commissioning, developing outcome-based service specifications, and monitoring outcomes.
