The successful candidate will lead a first-class team of specialists to provide and expand our recognised confidential safety reporting programme in several areas of aviation. You will offer expert understanding of safety principles and systems and have professional aviation experience. Excellent judgement and experience in leadership and management are essential as are an ability to demonstrate empathy, confidence and moral courage in working with reporters, regulators and industry.

CHIRP has a long history in Aviation and Maritime safety and more recently has sought to strengthen learning between the two programmes. This is an exciting time to join the charity to build on these synergies and develop our new strategy adapting to change in the industries and reaching a wider audience to strengthen human factors safety underpinned by a Just Culture. Charity StructureCHIRP is a membership organisation with a Board of up to 12 Trustees and an Executive team of paid staff and consultants as below. The programme teams are supported by Advisory Boards comprising subject matter experts who provide advice on issues raised through the confidential reporting process. Role responsibilitiesThe role covers a broad range of responsibilities, from highly operational input on report processing and Advisory Board oversight through to strategic leadership of the programme and participation in the charity wide CHIRP leadership team.We anticipate that one of the first tasks of the incoming Director Aviation (D.Av) will be to appoint a part-time Programme Manager consultant to undertake the detailed report management for Air Transport and General Aviation, enabling the D.Av to spend more time on representation, networking and strategic development of the Aviation programme. Nonetheless there will still be a requirement for the D.Av to respond to and process reports. The postholder will decide how to allocate resources most effectively to do this.The reporting process involves the administrative management of a report to disidentify it, followed by direct liaison with the reporter to discuss their expectations and proposed courses of action. Primary courses of action are for CHIRP to contact the reporter’s employer, and /or the regulator, and/or refer the report to the relevant CHIRP Advisory Board to analyse the issues, and identify suitable follow-up action, recommendations or lessons learned. The reporter is contacted at the end of the process to ensure that they are satisfied with the outcome. Following an Advisory Board meeting, lessons are collated into publications for wider industry use. Delivery of a confidential reporting service1. Lead the Aviation team to deliver a confidential and independent reporting process that meets the requirements of key sectors within Aviation.2. Provide oversight of the reporting process and undertake the processing of reports directly in sectors of expertise.3. Oversee Advisory Board membership and process, ensuring relevant participation by specialists is maintained, new members and Chairs are recruited as needed and advice is used to optimum effect.4. Research, develop and deliver projects in new sector areas as agreed with the CAA and other parties as relevant, appointing personnel to support this process where feasible. External Communications5. Maintain and promote awareness of CHIRP amongst reporting populations with the production of regular online publications and articles some of which the postholder will produce.6. Ensure CHIRP’s digital presence meets the Aviation Programme’s needs working with Maritime and the core team to achieve this. Outreach7. Ensure CHIRP is represented at key aviation human factor safety forums and other forums as relevant, to promote awareness and take up of CHIRP services and to gauge industry trends and issues.8. Support and deliver training as appropriate to encourage use of CHIRP services with next generation aviation personnel.9. Liaise with relevant government agencies, airlines, and aviation industry communities, General Aviation bodies, academics and universities to share CHIRP’s experience. Management10. Line manage the programme team ensuring plans are in place to assess performance and delivery of team objectives.11. Work closely with our CAA sponsors and other key stakeholders to ensure they are regularly updated on activities to preserve and enhance the aviation programme, producing written reports as required.12. Support fundraising activities, producing the proposal for CAA funding annually and engaging in other fundraising tasks as required.13. Participate in the leadership of the charity through engagement in strategic and operational planning processes.14. Develop an updated budget as requested, ensuring plans are provided to accompany the budget.15. Lead the development of aviation programme monitoring plans, ensuring data is gathered, analysed and reported on as required.16. Attend other organisational meetings as requested. Looking Forward17. Participate in aspects of the charity’s strategic review, working with the Executive Director to define the scope and scale of the Aviation Programme for the next five years.18. The CAA has asked CHIRP to investigate setting up confidential reporting programmes for the emerging Advanced Air Mobility and Space sectors. Development of these 2 areas will be a key part of D. Av’s task in the coming years. Additionally, CHIRP has an aspiration to develop Aviation Ambassadors in the UK who will be charged with spreading the CHIRP message and interacting regionally with UK aviation professionals and amateurs. Person Specification:ESSENTIAL· An experienced pilot with professional aviation experience· Knowledge and experience of safety management and human factors principles and systems.· Proven leadership skills and experience· Ability to develop effective relationships with a variety of stakeholders across the aviation sector· Ability to communicate with diplomacy and tact· Adept with MS Office 365 and associated productivity tools· Experience in initiating and managing change· Experienced in the management of risk· Budgeting and planning experience· Ability to meet deadlines and respond in a timely manner
DESIRABLE· Experience in General Aviation highly desirable· Knowledge of Air Mobility or Space· Experience of working with volunteersKey Terms and Conditions The D.Av role is anticipated to be the equivalent of 4 full days each week, managed flexibly depending on the numbers of reports being received and diary commitments for any period.
