About Us

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.

Essex Highways will deliver a safe, sustainable, and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.

The Opportunity

We are looking for a dedicated and passionate Education Officer to join our Road Safety team. In this role, you will play a crucial part in reducing road casualties across Essex by implementing and supporting educational programs and interventions. You will work closely with various stakeholders, including schools, local councils, and strategic partners, to promote road safety awareness and best practices.

As an Education Officer your responsibilities will include but not limited to

  • Supporting the implementation of policies and procedures of the wider Essex Highways management systems, e.g. Health and Safety, Environmental, Quality, Construction Design to minimise work related injuries.
  • Responding to complaints to meet relevant targets and provide high performance standards.
  • Work as part of a road safety interventions delivery team providing education and awareness raising interventions to both children and adults.
  • Work closely with partners by providing public facing interventions to support agreed activities to maximise the success of enforcement and current road safety campaigns
  • Develop and maintain collaborative links with other agencies, interest groups, businesses, schools, colleges and other educational establishments, agencies dealing with people not in education, training or employment, and those involved with disadvantaged and vulnerable communities to develop strong partnerships for targeted road casualty reduction
  • Contribute to the development of appropriate educational materials, including literature and other promotional/engagement aids, to support the partnership in liaison with the County Council and Essex Police communications teams.
  • Act as an expert witness at Crown Court, Public Inquiries and Hearings as required; preparing detailed evidence as a specialist on practice issues, liaising with Counsel and Solicitors in case preparation.

The Experience You Will Bring

  • Educated to RQF Level 3 ('A' level) or equivalent by experience in Highways.
  • Evidence of continuing professional development and knowledge in relevant professional area. Membership of, or working towards, a relevant Professional Institution is desirable.
  • Knowledge and application of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
  • Ability to build and maintain effective working relationships with key people both internally and externally
  • Knowledge and understanding of educational and evaluation techniques
  • Good written and verbal communication skills, including the ability to build and maintain effective internal and external working relationships.
  • Knowledge of financial management including budgetary governance and controls.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
