DescriptionSalary - 73,575Location - SouthwarkContract Type - LUHours - Shift rota including days, lates, nights and weekends2 x permanent vacancies and 1 x secondment / fixed term contract with a view to permanencyOverview of project/roleThe Engineering Works Manager (EWM) is the Asset Performance Directorate (APD) lead at London Underground's Control Centre (LUCC). The EWM is responsible for leading a response to engineering work incidents and overruns on behalf of the Head of Logistics & Manufacturing (APD)Working constructively across teams of experts at all levels, up and down the chain of command and with our senior Transport for London stakeholders the EWM will take full accountability for incidents involving APD works, leading them to a successful resolution while also preparing and implementing real-time strategic contingency and recovery plans. Key Accountabilities Identify and control risks of overrunning engineering work. Direct the development and implementation of real time strategic recovery plans to ensure engineering works do not over run and impact on customer service.Work with the Senior Operating Officer acting as the APD lead when London Underground's Formal Incident Management process is initiated to ensure incidents are managed to an appropriate conclusion.Provide regular and transparent reports on all engineering works taking place and any risks or issues. Ensure the appropriate London Underground managers in all directorates and key stakeholders are kept up to date with the progress of work.At start of traffic, monitor all lines for failures attributed to APD to establish if work has impacted on the work site or another area and take action for optimum response and recovery.Deploy resources or equipment as necessary to resolve any incident or accident to minimise the impact on customer service.Work in direct collaboration with constituent elements of the LUCC (Operations, Engineering, Power community, Track Access Control, British Transport Police Force Control Room London & other third-party organisations) to ensure a cohesive approach is co-ordinated in response to any APD related incident or overrun.Manage and deploy your team of Engineering Works Support Managers as appropriate to resolve incidents.Manage and support all the Access related operations on shift - including Adverse Weather and Site Command & Control so work sites are managed adequately in all eventualities preventing accidents, incidents and overruns.This role is rostered on a 24/7 basis and will spend at least 25% of their non-cover weeks on nights.Skills, Knowledge & Experience SkillsThe ability to quickly interpret information or a situation and assess the risks. EssentialThe ability to formulate successful real time plans having rapidly assessed information received.  EssentialAbility to communicate the appropriate information to all levels in the chain of command using the correct protocols. EssentialStrong leadership skills including the ability to communicate clearly the strategy for all incidents and remain calm in pressurised situations. EssentialAbility to read and understand Possession Plans, Operational Safety Plans, and other temporary arrangements, and able to anticipate impacts if controls fail.  EssentialThe ability to objectively analyse root causes of incidents and effectively communicate lessons learned to peers and more widely across the business. DesirableKnowledge Possession planning, protection resourcing and delivery on site including London Underground access procedures. EssentialRisk assessment and mitigation measures relating to the delivery of engineering work. EssentialKnowledge of the Rule Book and their supplements and engineering standards including the LU formal incident management procedures as detailed in Rule Book 2 (Managing Incidents) and how these are applied to engineering work. EssentialEngineering work and the stages, milestones and impact of competing demands. Desirable Holistic and geographical understanding of the network which enables rapid management of incidents.  DesirableKnowledge at the level of operational principle of the different stocks, engineer's vehicles and signalling systems (traditional and new) in operation and development across the railway including the kinetic envelopes of engineer's trains.  DesirablePolitical awareness of the business and key internal and external stakeholders. EssentialExperience Extensive experience of railway engineering planning and works and how they can impact on customer service delivery on the operational railway. EssentialDemonstrate practical familiarity of incident management at strategic and tactical level. EssentialProvide a track record of taking the lead in complex incidents occurring within worksites on the railway involving equipment, rolling stock and personnel. EssentialSpecific examples of implementing emergency plans within short timescales in pressurised situations.
