Job Introduction BBC Media Action uses media and communications to help reduce poverty and promote human rights in developing countries. To achieve this, BBC Media Actions partners with civil society, local media and governments to: Produce creative programmes based on robust research in multi-media formats, which inform and engage audiences on key development issues. Strengthen the media sector through building professional capacity and infrastructure. We have an exciting opportunity for a Finance and Grants Officer to work on our Eastern Europe and Central Asia programme. Main Responsibilities The Finance and Grants Officer, Eastern Europe and Central Asia, contributes to the effectiveness and impact of the programme by supporting the Finance Manager to ensure that our partner financial systems, procedures and reporting are high quality and compliant with requirements of BBC Media Action and our donors. The role will support the EECA team's partnership process from selection to closure. Duties and responsibilities will include, but are not limited to: Partner Management Support organization's receiving grants from BBC Media Action in the proper management of their grants. Support the project team in carrying out due diligence checks on partner organization including collection of partner policies and documentation. Ensure partners understand rules, regulations and requirements of BBC Media Action and donors. Design and create partner financial reporting templates Receive and review partner reports to ensure financial monitoring is up to date and correctly documented. Alert the Finance Manager regarding any performance or financial reporting issues. Update and monitor partners' budget to ensure the partners are following the forecast and spending to plan Support the Finance Manager in evaluating partner capacities and concluding appropriate contracts. Including supporting the development of capacity building plans. Work with the Finance Manager to develop guidance notes and training for local partners Responsible to ensure the monthly/quarterly advance requests submitted on time by the partners and are properly verified, checked, and obtained signature from appropriate authorized person Prepare sub-grant agreements or amendments with sufficient annex. Support Partner with any project close out. If required conduct field visit to monitor partners for the financial matters and prepare monitoring field visit report to highlight the observation, implication, and recommendation on the respect of the matters identified. Other duties as assigned by finance manager appropriate to this . Project/Team Finance Support Review expenditure to ensure compliance with donor guidelines Work closely with project staff and partners for budget development for new proposals and advise for modification if needed Support the EECA team with project related procurement. Provide support on project audits, including preparation of audit file Provide cover for the Finance Assistant Contribute to the improvement of finance systems within the wider organisation Other duties as assigned by finance manager appropriate to this role and level. Safeguarding Understand and comply with the Safeguarding policy and the staff Code of Conduct. Participate in relevant mandatory training on Safeguarding and Respect at Work. The Grants officer will be expected to report any Safeguarding concerns immediately, either to the Country Director or the Regional Director or using the Whistleblowing Policy. Are you the right candidate? Experience in accounting and sub-grant management Meticulous attention to detail, particularly in regards of financial data management Experience of working with multiple donors local and international Experience working within a Media related NGO environment Ability to manage multiple tasks at the same time Ability to provide suggestion or recommendation to partners on their activities Strong decision making and organizational skills Good knowledge of accountancy software and excellent computer skills Fluency in English Desirable: Second language (Russian or Ukrainian) Experience in using Access Dimensions and/or SAP Package Description Job Reference: 15563 Band: C Salary: £27,000 - £37,000 per annum depending on relevant skills, knowledge and experience + London Weighting. The expected salary range for this role reflects internal benchmarking and external market insights.
