Role Title : Global Head Of Network Management Location : London Overall purpose of role Bring together a strategic approach to all services into the firm and operations in relation to market infrastructure. This should include the service quality, costs and strategic partnerships as well as regulatory and control aspects The providers will include, though may not be limited to Custodians, Clearing Houses, Securities depositories. The role will also include management of Treasury related operations services aligned with funding our activities in the various markets we support and in part supported by these providers. Ensure regulatory adherence, control and commercial benefits across those services. Key Accountabilities Accountable for the Global Network Management service. This includes building a trusting partnership Custodians, Clearing Houses and other Financial Market Infrastructure. Ensuring a quality service and acting as a point of escalation across bank wide services. Ensuring regulatory adherence, commercial benefits and cost reductions are realised and driving a global strategy across the firm in respect of these providers Driving a global front to back process in respect of costs across market service providers, including brokers as well as custodians and other critical market infrastructure Ensuring support of Treasury business through use of internal tools, controls and processes from an Operations perspective. Including management of the funding flows and ensuring a strategy across these processes to reduce costs and increase efficiency in the use of funds Stakeholder Management and Leadership Leadership skills with one seeking a deeper, broader and more objective understanding, upon which to base commercial acumen, strategic decisions and actions. Expert interpersonal and communications skills to influence the cross-functional groups/forums, the global matrix and external stakeholders. Lead a diverse team across disciplines and be the primary point of contact for Business, external partners and relevant regulators in addition to global and regional infrastructure leads such as Finance, Compliance, Legal, Risk and Technology. Act as a catalyst for change and inspire confidence in stakeholders with the quality and conviction of their vision, building support and sponsorship at all levels and ensuring the need for change is embedded. Excellent presentation skills and ability to simplify and condense a large number of complex parts into single impact statement. Builds trust through credible use of facts and data and possess ability to creatively resolve problems and issues at pace. Ability to understand and absorb multiple priorities across and within functions and be able to prioritise to lead resolution of issues. Ability to create and support growth of a talented high performing regional/functional team. Consistently facilitate constructive technical and personal development of others. Track record of successfully delivering an excellent level of service in a large-scale, matrix organization whilst mindful of cost control agenda. Well versed in in the changing regulatory landscape for Client Assets and its impact on the firm.Ensure existing and new processes comply with regulatory requirements. Decision-making and Problem Solving The role requires the candidate to operate across disciplines, globally with the ability to evaluate, make sound judgement and execute. Given the cross functional and broad businesses within the team, the ability to deal with complex and numerous issues through to resolution is critical. Demonstrate a structured, outcome-oriented approach, with the ability to anticipate and manage resiliency issues, including crisis management. Ability to recognize when an initiative or project is challenged versus plan and if required be able to escalate and develop an effective remediation plan. Ability to think outside of the box, provide quick solutions and resolve internal and external conflict in timely manner. Risk and Control Objective Ensure that all activities and duties are carried out in full compliance with regulatory requirements, the Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards Ability to manage control issues front to back, ensuring accurate escalation, reporting and delivery against targets. Ability to manage resiliency and crisis scenarios. Person Specification University degree in a field relevant to Banking Operations A high level of focus on strategic vision and global leadership Strong understanding of relevant and up-to-date regulatory environment and its impact on Operations and the functions covered by the role. Ability to liaise effectively with internal and external clients and stakeholders of all levels of seniority. Insight into external market developments and initiatives Result oriented and commercial mindset. Ability to guide the development of local leadership and talent. Excellent project management skills and a proven track record of leading and implementing change. Essential Skills/Basic Qualifications: Management of operations related external services covering commercial and regulatory requirements Support of Treasury functions eg experience of funding and liquidity processes and controls Financial Market Infrastructure management and thought leadership Minimum 10 years experience in a leadership position in a global firm, including a minimum of 4 years delivering across functions and teams Desirable Skills/Preferred Qualifications: External and internal stakeholder management, commercial negotiation and conflict resolution. Ability to interpret, draw conclusions from data and communicate findings in clear and convincing way. Demonstrable skills in leading a diverse team of direct and indirect colleagues, including being capable of leading and motivating remote staff or teams to ensure consistent messaging and delivery.
