(DoE)Start Date: ASAPShift Pattern: Full time, hybrid workingLocation: LondonResponsible to: Commercial Director - DigitalAccountable to: CIOThe Head of Sourcing, Infrastructure, ensures the Directorate has the skills and capacity for effective procurement and commercial relationships, supporting the Directorate's objectives. This role focuses on developing a mature commercial function aligned with Corporate Procurement policies and processes, ensuring professional accountability and consistency.The postholder will establish and manage a new commercial function within the Directorate, acting as a bridge between the Trust and supply market to ensure best value. Responsibilities include expert-led supplier management, sourcing activities, and developing outcome-based commercial and contractual models.Reporting to the Commercial Director – Digital, this role is part of the Directorate’s Commercial team, aligning with digital, technology, and sourcing strategies. Though based at the main office, the role involves collaboration across multiple locations, as agreed with the Chief Information Officer.Duties and Responsibilities: The key responsibility of this role is to develop strategic sourcing plans for non-pay expenditure categories, delivering year-on-year benefits, savings, and supply chain improvements. The role manages strategic procurements, integrating internal stakeholders and suppliers to deliver value within a compliant framework aligned with Corporate Procurement.Responsibilities include providing commercial/strategic procurement advice, leading high-profile procurements, and driving cost improvement programs. The role ensures compliance with statutory and local policies, updates policies for best practices, and maximizes commercial opportunities; developing 3-5 year sourcing strategies, extending procurement across all Trusts, and guiding stakeholders to the best supply routes.The role requires building relationships with senior stakeholders, offering expert advice on procurement and contractual decisions, and working collaboratively with clinical staff and suppliers to improve procurement performance. Stakeholder engagement in strategic projects is crucial, along with quantifying and reporting procurement benefits.The role establishes sourcing procedures, monitors supplier performance, and provides advice on market testing, whole life costing, and contracting activities. It ensures adherence to Trusts’ Standing Orders, Financial Instructions, and EU Procurement law, advising budget holders on expenditure control.Lastly, the role fosters a teamwork approach, embedding a culture of improvement and best practices across the team.Responsibilities:Enhance procurement and supply chain visibility within the Directorate through proactive communication.Deliver expert, high-quality, client-focused procurement services.Maintain proactive relationships with suppliers, procurement hubs, DHSC, and NHSE.Establish strategic relationships and collaborate with procurement professionals for key decisions.Deputize for the Director of Strategic Sourcing as required.Monitor internal and external purchasing trends to develop cost-effective strategies.Conduct audits, benchmarking, financial analysis, and modeling for ICT spend categories.Promote a culture of innovation and improvement.Ensure strategic links with national procurement bodies for effective category management.Engage and influence senior stakeholders within the Trust.Develop and implement stakeholder strategies for specific spend categories.Explore collaborative opportunities internally and externally.Ensure robust workplans and integrated planning across strategies.Support the implementation of purchasing policies and category sourcing strategies.Implement best practices and innovative procurement techniques.Draw up budgets and estimate financial benefits from procurement initiatives.Contribute to the Trust’s strategic plans and objectives.Collaborate with Finance and Commercial colleagues for strategic planning.Maintain strong relationships with external strategic partners and internal senior colleagues.Promote the Directorate’s strategic position in the health economy.Engage with external networks for horizon scanning.Seek external procurement or legal advice when necessary.Maintain exemplary relations with trade unions and staff representatives.Champion the Trust’s values, emphasizing equality and diversity.Ensure alignment with Trust, KHP, Department of Health, NHSE, and sector-wide targets.Represent the Trust at national forums and corporate meetings.Undertake other duties as directed by the CIO.Adhere to all Trust policies and procedures.Education and Experience:Master's/Degree level or equivalent professional experience.Continuing professional development.Expertise in ICT/Digital category strategies, major tenders, and procurement.Leading complex procurement and category management projects.Change management in complex, multi-stakeholder environments.Cost and spend management for capital and revenue.Staff performance management and development.Advising senior managers and Board Directors on strategic decisions.Knowledge of NHS environment, strategy, and policy, particularly around NHS and Public SectorIf you feel you have the neccessary skills and experience to succeed in this role then please apply below!!!
