Job Summary:
As part of the Finance Leadership Team, to contribute to the overall leadership, direction and management of the Councils finance service.
To be the lead officer for the preparation, maintenance and delivery of the Councils Treasury strategy and policy.
Key Duties/Accountabilities (Sample):
To be the lead officer responsible for the preparation and maintenance of the Treasury Strategy and Policy
To continually reassess the Councils treasury position considering current developments both within the Councils capital programme, and within financial markets generally for the Council to optimise its position in relation to long term financing options.
To manage the Councils cash flows, short term investments, short-term borrowing and long-term borrowing, ensuring compliance with the Councils approved Treasury Management Strategy Statement.
To assess financing opportunities for the Council, and to advise the Director of Finance around the most opportune duration and timing of long-term borrowing, e.g. from PWLB sources.
To publish various treasury reports to inform members of treasury activity, and to lead on the creation of the annual Treasury Management Strategy Statement.
To oversee and provide leadership to the Councils banking team and functions.
To actively support the S151 Officer with their constitutional responsibilities in relation to treasury management, statutory financial reporting, via the provision of strategic advice, information and horizon scanning to enable them to exercise sound judgment, which is in the best interests of the Council.
To monitor, liaise, review performance of service suppliers e.g. councils banker, treasury management advisor and independent advisor and re-let in a timely manner.
To support internal and external auditors in their duties when audits are conducted within treasury and banking teams, including reviewing audit reports, preparing management responses to these, and ensuring the implementation of recommendations raised by these audits.
Liaise with the Councils external auditor as required to ensure that accounts are published and audited with a minimum of reporting of audit points of concern.
To deputise for the S151 Officer and Deputy S151 Officer as may reasonably be required from time to time.
Skills/Experience:
Government experience.
Degree level or equivalent qualification plus relevant experience.
Membership of appropriate professional body by examination e.g. CCAB or treasury qualifications, or substantial relevant experience.
Substantial experience of working at a senior management position in treasury or finance with evidence of having advised trustees or directors on treasury
Excellent communication and analytical skills.
Ability to understand complex service delivery within a challenging and political environment.
