Job Title: HR Manager (Policy, Pay & Reward)

Location: Walsall Council

Working Hours: 37 hours per week

Pay Rate: £26.18 (PAYE) or £34.03 (Umbrella) per hour

Work Mode: Remote with occasional on-site requirements

Assignment Duration: 4 months

Job Overview

Walsall Council is seeking an experienced HR Manager to lead our Policy, Pay & Reward team. You will manage a team of HR professionals responsible for employment policies, pay and grading, management information, strategic recruitment, statutory reporting, key HR contracts, and employee wellbeing. This role supports the strategic direction of HRM, ensuring alignment, clarity, and customer-focused service delivery.

Key Responsibilities

  • Lead the development and implementation of HR policies and procedures.
  • Collaborate with senior managers, trade unions, and key stakeholders to develop strategic HR services.
  • Provide professional leadership and advice on all corporate employment policies and strategic HR initiatives.
  • Ensure compliance with statutory and legislative requirements across the HR/OD function.
  • Promote excellent employee relations and engage with trade unions.
  • Oversee job evaluation, pay structures, and appeals processes.
  • Deliver accurate management information and statutory reporting.
  • Lead the development of employee wellbeing and benefits programs.
  • Manage high-value HR contracts to ensure they meet business requirements.

Candidate Requirements

  • Proven experience in HR management, preferably within the public sector.
  • Strong leadership skills with the ability to motivate and develop a high-performing team.
  • Excellent communication and collaboration skills.
  • Strategic thinker with a thorough understanding of HR best practices and legal compliance.
  • Experience in policy development, pay and grading, and employee relations.
  • Ability to manage multiple projects and priorities effectively.
