Job Title: Human Resource Executive (Temporary) Council: General Council (HR department) Salary Scale: Scale E2 (£32,775 - £39,426 pro rata) Responsible to: Head of Human Resources MAIN FUNCTION OF JOB To be an active member of the General Assemblys staff team, contributing to the effective administration of its functions and assisting in the development of strategies and plans for the delivery of its agreed objectives in a manner in keeping with the Christian ethos of the Presbyterian Church in Ireland. Under the Leadership of the Head of Human Resources to assist with the implementations of decisions of the General Assembly relevant to the Council and to carry forward its delegated responsibilities. Under the direction of the Head of Human Resources to assist in the development and implementation of human resource practices and initiative to provide a comprehensive human resource service to the Presbyterian Church in Ireland, its Councils and Committees, as required. Under the leadership of the Head of Human Resources to provide guidance and support to line managers on human resource matters in keeping with the needs of the Presbyterian Church in Ireland, ensuring models of best practice and compliance with Northern Ireland and the Republic of Ireland legislation. RESPONSIBILITIES AND DUTIES Advice and Guidance 1. In conjunction with the Head of HR to develop and implement a HR strategy to include recruitment, training and development plans and retention strategies for Councils. 2. To ensure adequate HR support is provided to line managers within Councils regarding employee relations, absence management, performance management and appraisal, disciplinary and grievances, recruitment and selection, employing migrant workers, succession planning and development etc. 3. In conjunction with the Head of HR, to develop, review and update HR policies and procedures and terms and conditions of employment to meet the requirements of the Presbyterian Church in Ireland, statutory requirements and best practice. Recruitment and Staffing 4. To act as an advisor on recruitment to Council Secretaries and their staff (including sitting on panels where appropriate), advising on best practice. 5. To ensure job descriptions and personnel specifications are reviewed and kept up to date. 6. To assist the Head of Human Resources in ensuring compliance with the legal requirements of Equality Monitoring, Access NI checks, RQIA minimum standards, Home Office Immigration and Data Protection Regulations etc. 7. In partnership with the wider HR team, to implement retention methods to reduce employee turnover Discipline and Grievance 8. To be the HR Lead in providing advice and support in grievances, disciplinary and absence management cases up to and including gross misconduct in conjunction with the Head of HR (including investigation and interview procedures) within your area of responsibility. Training and Development 9. In conjunction with the Head of Human Resources to create and implement a robust training and development programme on key human resource initiates such as recruitment and selection, absence management, discipline and grievance etc. Reporting 10. To provide HR reports to meet the requirements of the Councils and Committee on subjects such as labour turnover, recruitment, absence management and other reports as deemed appropriate. General 11. To support managers in general HR related queries and provide appropriate advice. 12. To deputise for the Head of Human Resources as required. 13. To allocate and supervise work delegated to the HR Staff as appropriate. 14. To ensure that appropriate up to date contractual documentation is in place for all staff and that this is communicated effectively to payroll. 15. To liaise with external agencies as required. 16. To participate in meeting with Councils and external bodies such as the Equality Commission, Labour Relations Agency and other meetings as appropriate. 17. To be involved in other aspects of the work of the General Council or other Councils of the General Assembly (including attendance at events) as deemed appropriate for the requirements of the General Assembly. 18. To contribute to the overall organisational effectiveness and to perform any other duties as deemed appropriate by the Head of Personnel in line with the requirements of the General Assembly or the Clerk of the General Assembly. CRITERIA 1. QUALIFICATIONS AND KNOWLEDGE Essential Associate Member of the Chartered Institute of Personnel and Development (CIPD) (previously known as Graduate Member) Working knowledge of employment legislation and good practice procedures Desirable A third level qualification, additional to Associate Membership of CIPD Chartered membership of CIPD 2. RELEVANT EXPERIENCE Essential At least two years generalist HR experience, including significant experience in advice-giving on employment issues and contractual documentation At least two years experience of managing discipline and grievance cases, some of which should be of a complex nature At least 1 years experience of absence management Experience of recruitment and selection Experience of delivering training on HR related topics e.g., absence management High level of proficiency in the use of Microsoft Office Applications Desirable Experience of issuing and amending terms and conditions of employment Experience of working in the care sector Experience of job evaluation Experience of minute-taking Experience of report writing 3.
