Key Responsibilities:
- Train and mentor junior members of staff, and line manage Technicians and Clerks of Works within designated geographic areas.
- Provide comprehensive technical feedback to third-party developers, ensuring proposals meet acceptable standards for technical approval and future adoption.
- Offer professional advice and guidance on Transport Development design, construction works, and associated legal agreements to planning officers, developers, agents, and internal consultees.
- Attend and represent the Highway Authority at meetings, technical groups, and stakeholder forums, providing highways and transport advice.
- Establish and maintain professional working relations with Elected Members.
- Calculate bonds and commuted payments for maintenance, and manage drawing check/inspection fee values in line with policy.
- Issue relevant certificates and statements of adoption, negotiating the release of bond payments.
- Maintain and update the Highway Development Management team database.
- Demonstrate knowledge of construction material properties and their applications concerning maintenance and sustainability.
- Attend on-site meetings to address technical issues and conduct occasional routine inspections.
- Instruct Legal officers to prepare and enter into agreements with third-party developers.
- Ensure all duties are performed with due regard to customer care, equal opportunities, information governance, data protection, and health and safety policies.
Job Requirements:
- Substantial experience dealing with Highways development management issues within a public or private organisation.
- Strong understanding of Highways Planning and Development legislation.
- In-depth knowledge of engineering design standards.
- Experience with Section 278, 38, and 106 Agreements.
- Proficiency in providing technical feedback on highway-related matters.
- Experience liaising with specialist engineering consultants such as those in street lighting, traffic signals, and structures.
- Experience negotiating complex legal agreements.
- On-site operations experience.
- Experience working within a political environment.
