Job Description

Job title: Principal Development Surveyor

Location: Hybrid - Winchester/Home working

\n

Contract Type: Temporary - Up to 6 months

\n

Salary: £28.27 - £31.36 per hour DOE

About the Role

\n

The County Council owns and operates over 1,700 sites, comprising over 10,000 separate building units and over 8,500 hectares of land. The combined book value of these assets is circa £3 billion.

\n

These assets are hugely diverse and include schools, day centres, libraries and museums, children's homes, adult residential and nursing homes, waste recycling facilities, country parks, rural landholdings, and operational farms. The County Council also owns and occupies offices, workshops, depots, and storage accommodation. It leases other commercial property to businesses and rural holdings to farmers and has responsibility for a wide range of heritage assets including listed buildings and Scheduled Monuments.

\n

The Strategic Land and Development team provides a coordinated and comprehensive planning and development service and advice to support the disposal of land and building projects of varying size. Central to the work of the team is the County Council's Strategic Land Programme that comprises 12 sites across Hampshire with the potential to deliver over 10,000 new houses with associated infrastructure and facilities over the next 15-20-year period culture.

As one of the Principal Development Surveyors in the team, you will

  • Lead on developing and securing approval to planning and disposal strategies for surplus property assets.
  • \n
  • Lead multidisciplinary teams of colleagues across the Strategic Land and Development function and other internal and external consultant resources to deliver financial receipt and place-making outcomes.
  • \n
\n

You will report directly to Development Surveying Team Lead but also be part of and contribute towards the work of the Development function and Hampshire 2050 generally. Your specific responsibilities will be to:

  • Devise and implement disposal and delivery strategies for surplus property assets, including development land as part of corporate programmes.
  • \n
  • Demonstrate and maintain the highest level of competence, specialist knowledge and be an exemplar within the Land and Assets function and the Hampshire 2050 Directorate.
  • \n
\n

Leadership and Management

\n
    \n
  • Motivate, support and develop colleagues within the team. Provide support to junior staff (even though not directly line managed by you).
  • \n
  • Support, lead, monitor and manage project resources and including preparation of project budget forecasts and to ensure the successful delivery of projects.
  • \n
  • Proactively lead and support the project governance including project meetings, Boards and seeking Executive Member authorities.
  • \n
  • Lead and manage, and co-ordinate and motivate multi-disciplinary teams of development specialists, including external consultants.
  • \n
  • Support the Development Surveying Team Lead in their role and also taking a lead on specific project workstreams.

Essential Qualifications, Knowledge, Skills and Experience:

\n
    \n
  • Relevant Degree (Property, Estates, Development) or equivalent relevant qualification.
  • \n
  • Extensive, recent experience and knowledge of property and residential land disposal and valuation.
  • \n
  • Ability to think strategically and to apply critical thinking, relating to both strategic and detailed situations as required.
  • \n
  • Ability to influence and make sound judgements in varied and complex situations.
  • \n
  • Strong communication skills including the ability to communicate at all levels, working with colleagues in a collaborative way to achieve desired outcomes.
  • \n
  • Good understanding of the statutory planning process.
  • \n
  • Good project management skills and experience.
  • \n
  • Ability to work effectively in a flexible, hybrid way, including a mixture of office and home working. Please note that currently our in-office day is a Monday, although this could change to suit business need.

Desirable Qualifications, Knowledge, Skills and Experience:

\n
    \n
  • Full membership of the RICS (MRICS or FRICS) or similar.
  • \n
  • Broad asset strategy and estates management experience and the ability to advise on a range of property/ estates related matters, including statutory (asset) valuations.
  • \n
  • Experience of supporting the securing of planning permissions, related consents and negotiating associated agreements such as Section 106 agreements and their onward, phased discharge.
  • \n
  • Knowledge, experience and ability to apply technical/engineering/highways understanding in the context of residential land delivery.
  • \n
  • Recent and relevant experience of working within a large organisation, preferably in similar public sector role estates or property role.
  • \n
  • Experience of managing and leading people and teams.
  • \n
