DescriptionPrincipal Engineer – Competence ManagementOrganisation: TfL EngineeringPosition Type: PermanentSalary: 77,000 plus Excellent BenefitsLocation: London Stratford / Southwark / Hybrid Overview of the RoleThe Principal Engineer for Competence Management will be part of the Permanent Way Engineering technical leadership group. Whilst this role reports directly into the Professional Head of Permanent Way Engineering, they will be expected to collaborate closely with track component and configuration engineers, track design, project engineering, maintenance, and assurance teams. The role is critical since it will be co-ordinating Permanent Way competence across TfL rail modes to ensure that those conducting activities in support of track and track renewals have the correct skills, knowledge, and experience. This is in line with ORR's Railway Safety Publication 1 'Developing and Maintaining Staff Competence’.Due to funding constraints, the overall TfL track asset condition is deteriorating, particularly on LU. Failure to have competent staff in place will result in unsafe conditions being missed, budgets poorly spent, and assets being taken out of use.The key activities of the role are:•    to set the competence standards on behalf of the Professional Head of Permanent Way Engineering.•    where it is possible to so, to harmonise competency standards in Permanent Way across TfL rail modes.•    to check that those competence standards are being applied effectively.•    to understand TfL’s long-term vision and strategy so as to act to provide a sustainable competence regime that would give the maximum cost effectiveness. The role requires a positive, initiative-taking, and independent individual, enthusiastic, outgoing, and approachable with a high level of integrity and initiative, able to collaborate well with people and willing to help and develop others.Skills•    Ability to communicate appropriately at different levels of various organisations and with a wide spectrum of stakeholders.•    Able to apply and explain engineering principles to resolve issues, progress developments and deal with technical documentation and approvals.•    Can express themselves in a positive and clear manner, both when speaking and in writing, with people at all levels across the organisation.•    Ability to manage expectations and to deliver to meet those expectations. This will include managing conflicting priorities to achieve tight deadlines.Knowledge•    Engineering degree or demonstration of suitable equivalent experience ideally through chartered status with a suitable engineering body.•    Understanding of track renewal, inspection and maintenance techniques used within the Permanent Way.•    Understanding of interfaces within the Permanent Way, and with other asset areas.•    Appreciation of wider railway industry systems.Experience•    Experience of providing professional engineering services in a safety critical operating railway environment, where there are multiple complex interfaces and delivering to time, budget, and quality.•    Working with a variety of stakeholders dealing with standards and developing suitable relationships within that framework.•    Preparation and management of technical documentation.•    At least ten years demonstrable experience working in a highly technical environment as a recognised engineering lead. We are committed to equality, diversity and inclusion.
