Job Title: Interim Principal Engineer

Location: West Yorkshire

Duration: Interim/ongoing

Rate: Inside IR35 - �70-87 per hour dependent on experience

Our client, a local authority in West Yorkshire, is seeking an experienced Interim Principal Engineer to provide management and leadership to one of their Highway Maintenance teams. This role involves overseeing the feasibility, design, procurement, and construction of a range of projects within allocated parliamentary constituencies. You will ensure compliance with Council policies, budget provisions, and financial regulations, and provide expert recommendations on highway maintenance.

Main Responsibilities

  • Lead a team of professional staff in carrying out highway maintenance activities, including engineering designs, contract document preparation, procurement, and delivery of highway maintenance works.
  • Ensure adherence to health and safety regulations, legal and statutory requirements, council standing orders, financial regulations, and public sector procurement rules.
  • Maintain up-to-date knowledge of highway maintenance techniques, procurement and construction methods, statutory instruments, legislation, and new technologies.
  • Apply requirements from design manuals, codes of practice, technical standards, and advice notes to the team's work.
  • Represent the Service in meetings with internal and external bodies, members of the public, and at committee or formal inquiry hearings as required.
  • Fulfill duties set out in the Construction (Design & Management) Regulations 2015, including the role of Principal Designer.

Experience and Qualifications

  • Proven experience in delivering a range of highway maintenance projects up to �5 million within a large engineering organization.
  • Demonstrated ability to communicate fluently with the public, meeting the Advanced threshold level.
  • Experience working in a political environment, engaging with a range of stakeholders to secure project support.
  • Proficient in project management methodologies such as PRINCE2.
  • Financial management experience of capital work programmes, including budget setting, expenditure forecasting, and monitoring complex budgets.
  • HNC/D in Civil Engineering (pre-1999 intake) or related discipline, OR BSc (Hons) in Civil Engineering (post-1999 intake), OR NVQ Level 6 in Civil Engineering, OR another qualification certified by the Engineering Council UK as an academic base for Incorporated Engineer status.
  • Incorporated Engineer status.
