This is about connecting communities and creating opportunities, so we’re ready for the 21st century and beyond. Accountabilities and ResponsibilitiesAs the Principal Engineering Leader for Construction Engineering, you will be leading a team of Works Inspectors and Civil Engineering professionals who are deployed as Works Inspectors, Field Engineers, and Assurance Engineers across TfL. You will represent TfL Engineering as Technical Authority and Subject Matter Expert for Construction Engineering in TfL and when engaging with suppliers, customers, industry bodies and external agencies. You will report into the Head of Technical Discipline for Construction Engineering. Your key accountabilities and responsibilities will include: Providing Construction Engineering input in support of TfL operations, strategy, projects, and asset management. This includes discipline specific Construction Engineering input at all stages of the asset lifecycle including, but not limited to constructability assessments at feasibility, concept and design stages and construction quality assurance surveillance, supervision and audits during the construction and asset handover stages.Safeguarding the safety, integrity, sustainability, and efficiency of Civil Engineering assets at all stages in the asset lifecycle, including planning, design, construction, inspection and testing, operation, maintenance, handover, commissioning, decommissioning and assessment of temporary civil engineering installations.Leading the authorship and updating of Construction Engineering policies, standards and proceduresProviding engineering input in support of TfL operations, strategy, projects and asset management Defining, implementing and updating the Construction Engineering capability strategy and its operating model through the optimisation of staff utilisation, adoption of optimum make & buy strategy and continuous professional development of its membersProviding technical and people leadership to the capability and ensuring that accreditation of the capability is up to date Working closely with industry, internal and external stakeholders to introduce relevant innovations and best practice in TfL.Role RequirementsYou will be a chartered engineer with the UK Engineering Council or recognised equivalent, ideally a Fellow or a Member working towards Fellowship of the Institution of Civil Engineers or another relevant UK or internationally recognised engineering institution.You will have expert knowledge, skills and experience of:  Building and leading successful teams comprising of subject matter experts working on complex projects within a regulated environment, preferably within the Railways and Other Guided Transport Systems (Safety) Regulations (ROGS) frameworkProviding technical leadership in a lead technical authority and or lead delivery role on complex structural projects within capital programmes and or operations with emphasis on whole life cycle benefitsLegislation, technical standards, and industry best practice relevant to the construction of Civil Engineering and other discipline specific assets across the whole project lifecycle Health, safety, and environmental considerations applicable to constructionConstructability methods and techniques that are required to influence safety in design, delivery, operation, maintenance and decommissioning of infrastructure requiring temporary works support to enable the delivery of the permanent works designContractual frameworks that are applied to Infrastructure projects ensuring the consistent and efficient delivery of construction assurance Ability to specify and improve through a learning process the requirements for construction assurance using a risk-based approach, of civil engineering and built environment assets on behalf of the relevant Heads of Technical Discipline, which shall include demonstration of compliance with standards, procedures and contractsAbility to independently plan and lead the delivery of the construction quality assurance framework for construction projects including the surveillance, supervision and audits of complex multidisciplinary construction.Ability to independently ensure Construction Engineering capability is maintained and improvedAbility to act as the NEC Supervisor on projectsExtensive experience in the construction of complex multidisciplinary projects including involvement at design, construction, testing, handover, operation, maintenance, and decommissioning stagesExtensive experience leading a capability pool and teams, understanding current and future resourcing demands, whilst maintaining technical proficiencyExperience being a Subject Matter Expert and custodian of technical standards relating to construction related deliverables for and on behalf of the Head of ProfessionBuilding relationships with both internal and external stakeholders at senior management level to enable successful delivery of engineering solutions.This position requires you to be able to work in a matrix framework.
