Duties: Responsible for the effective and efficient operation of the tendering and quotation processes including; evaluation, negotiation, recommendation of tenders to the appropriate committee and debriefing of unsuccessful tenderers. Provision of procurement advice to Council officers, service managers and Directors on procurement policy and procedures Assist Council officers with the preparation and review of specification and tender documents. Responsible for the creation, maintenance and review of a register of Council wide goods, works and service contracts Maintain procurement information on the Councils systems such as Procurement Policy, tender opportunities, contracts and Contract Management Policy. Liaise with external professional Procurement bodies regarding the procurement of goods and services to identify potential collaborative purchasing opportunities. Support and assist the Procurement Manager in the provision of procurement related information and assurance to CLT, Committees and Council Develop partnerships with internal and external customers and other stakeholders (including public, private and voluntary sector bodies) to foster positive and appropriate relationships, identifying opportunities for improvement and continuous development within the section. Monitor Councils spend to identify opportunities for new or revised procurement initiatives Provide support to business areas to manage, monitor, evaluate and review contracts to ensure quality, value for money and compliance with contract terms and conditions Criteria: At least 3 years relevant procurement experience And Hold or be currently working towards a qualification which gives membership of the Chartered Institute of Procurement and Supply OR At least 4 years relevant procurement experience And Be willing to work towards achieving membership of the Chartered Institute of Procurement and Supply within 3 years of commencing this role Ability to work on own initiative to meet deadlines Excellent planning and organisation skills Good administrative and financial skills Competent in the use of Microsoft Office computer packages Working knowledge of best practice procurement procedures and achieving best value for money If you are interested in a position but feel you may not meet all the listed qualifications, we still encourage you to apply online, email or call Aileen on to find out about other, more suitable positions.
