We’ll deliver the Mayor’s Transport Strategy outcomes: Vision Zero, where nobody is killed or seriously injured on London’s roads or public transport by 2041; 80 per cent of trips in London being made by sustainable modes by 2041; and net-zero carbon for TfL operations by 2030.Our Technology, Air Quality and Road User Charging (TAC) Portfolio team of around 60 people works within our Capital Systems Directorate to support the Mayor’s Transport Strategy by leading the delivery of key projects for the Sustainability and Vision Zero agenda. We also lead the renewal and enhancement of key systems and operational services worth over 2 billion. Major schemes within this portfolio include the expansion of the Ultra Low Emission Zone to improve London’s air quality, introducing Road User Charging to Silvertown and Blackwall Road Tunnels, developing an in house back office system to run Road User Charging from 2026, reprocuring other systems and an Operator for Road User Charging for 2026. Other projects include a new system for licencing Taxi, Private Hire Vehicles, rolling out more Electric Vehicle Rapid Charge Points and reprocuring our Road Tunnel monitoring and management systems. We also deliver improvements focussed on Road safety including Phase 2 of London’s Direct Vision Standard and Phase 2 of Deployable Enforcement Cameras.Normally based in Southwark, close to the Jubilee Line and Waterloo Rail station, we offer a lively modern working environment where remote and flexible working patterns are supported. What our Programme Managers do:Our Programme Managers occupy senior roles in our team and take responsibility for projects or programmes of works with a combined value of up to 125m and an in-year spend of up to 30m. Over time our team members have the opportunity to build their expertise by taking the lead on a variety of delivery challenges. Initially, the successful candidate will be expected to take a place within our TAC team, leading Senior Project Managers, Project Managers and Assistant Project Managers delivering elements of a substantial portfolio of projects.Projects in our TAC portfolio typically have a high public profile and require careful delivery organisation, proactive coordination of a wide range of internal and contracted suppliers and extensive stakeholder management. Past TAC team successes have included the installation of 300 Electric Vehicle Rapid Charge Points in London and the retrofit of nearly 4000 London buses to enable them to meet higher emissions standards. We also led the successful launch of the Ultra Low Emission Zone (ULEZ) covering the Central London Congestion Charging zone in April 2019 of this year, together with its extension in 2021 and the provision of associated vehicle Scrappage schemes. Your backgroundTo succeed in this role your experience should include:Track record of successfully leading delivery safely, to time, budget and quality requirementsExtensive experience of managing novel and complex projects and programmes in multi-disciplinary and matrix-managed environments.Significant successful experience of managing performance and safe delivery through external contractors and/or suppliers.ExperienceVery good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting.Very good knowledge and understanding of project control tools and techniques.Degree or equivalent qualification..Profession Qualification in Project/Programme Management such as PRINCE 2, APMP or MSP.Chartered Project ProfessionalGood knowledge and understanding of financial appraisal, project budgeting, procurement processes and contract management in a project management setting.Equality and Diversity We are committed to equality, diversity and inclusion.
