We are looking for a Programme Manager/ Business Advisor to play a leading role in Citizen First, a major Citizen Incubator programme, delivered across Liverpool City Region communities. This unique model has been designed to recruit and support currently underserved hidden entrepreneurs facing barriers to create new businesses that tackle the health and care issues facing them and their communities.

Citizen First is part of theLiverpool City Region Life Sciences Innovation Zone Programme (LCR Innovation Zone Programme), bringing Public Lifes Citizen Incubator modelto Liverpool for the first time. The initiative is supported by the University of Liverpools LCR Innovation Zone-funded project, theCivic Health Tech Innovation Zone (CHI-Zone), and a collaboration of local and national funders. The programme has three elements:

Mission driven: From April we will engage communities and local partners to identify eight inspiring hidden entrepreneurs from Liverpool City Region communities. They will come with an initial business idea to tackle the health and care issues facing them and their communities.
Community rooted. Once recruited, from July these hidden entrepreneurs will be given a years Real Living Wage and leading support to turn their initial idea into a community-rooted business concept. They will develop and test these with customers and their communities.
Impactful businesses. Finally, the hidden entrepreneurs will be supported to turn these community-rooted solutions into sustainable/ investable businesses that have legacy, creating jobs and making a difference to local peoples lives beyond the programme.

Your Role

We are looking for Programme Manager/ Business Advisor based in the Liverpool City Region to manage the programme on the ground and provide daily business advice and support to participating entrepreneurs.

Your role will be to support the eight entrepreneurs through this 12 month process, working alongside tech professionals from the University of Liverpool who will bring cutting edge tech expertise to support the participating entrepreneurs.

You will use your business advisory expertise to support the entrepreneurs, tailoring your approach to the individuals and their unique business ideas and challenges. And you will use your strong project management skills to ensure all aspects of the programme are delivered on time on budget and to the highest quality. You will also play a key role in monitoring, reporting and data collection.

This is a groundbreaking programme and we are looking for someone who is passionate about inclusive entrepreneurship and has the tenacity, relationship building skills, and problem solving capabilities to make this a huge success.

Key Responsibilities

Business Advice and Support
Business advice to eight hidden entrepreneur participants as required (likely daily), tailoring your approach to the individual and needs of their business
Support for the eight hidden entrepreneur participants in their work designing experiments, MVPs, workshops, pitch decks and funder briefings, using the Public Life tools and templates. Further developing and refining these tools and templates as required
Pastoral support to and line management for eight hidden entrepreneur participants
Delivery of aspects of Public Life training. This will include induction and onboarding as well as aspects of business development

Programme Management
Operational delivery of the Citizen Firstprogramme, delivering against milestones
Coordination of the Public Life recruitment process to identify and recruit a diverse and inspiring cohort of eight hidden entrepreneurs from LCR communities. Our CV-less recruitment process uses industry leading best practice around inclusive recruitment
Relationship management of key stakeholders, including attendance at regular monitoring meetings
Coordinating data collection for programme monitoring and evaluation, feeding into overarching research questions and regular monitoring meetings
Budget management of the Citizen First programme
Undertake any other reasonable duties commensurate with the role and your goal of supporting your programme participants success

Person specification

Qualifications
Relevant academic or professional qualifications desirable but not essential
Experience
A strong track record of effectivebusiness advice, support and development
Strong track record of effective project/ programme management with evidence of delivering on time and on budget
Experience of supporting non experts to develop businesses, effectively tailoring advice, approaches and materials for a range of audiences
Experience of developing robust business propositions and plans that support businesses to secure trading income and/ or investment
Experience of designing and delivering training and support for a range of audiences, including those with no prior experience of business development
Experience of effective monitoring and evaluation of programme
Experience of budget management
Skills
Strong business advice and development skills
Strong project and programme management skills
Strong interpersonal skills with an ability to tailor your approach to different audiences
Strong stakeholder management skills with an ability to work with people at all levels within organisations

About
The Liverpool City Region Life Sciences Innovation Zone Programme (LCR Innovation Zone Programme) is part of the Governments national Investment Zone Programme.

Programme Manager and Business Advisor - FT Fixed Term until July 2026
Investment Zone Funding will enable the expansion of some of the University of Liverpools world-leading research and innovation assets, including the Civic HealthTech Innovation Zone (CHI-Zone). This is being established to accelerate the growth of the health and life science sector, upskill residents and create jobs for the Liverpool City Region.
