Our client is seeking an experienced Project Manager to join the Infrastructure Team within the Highway Transportation Planning (HTP) sector. This contract role is based in Manchester and will involve leading the development of Department for Transport (DfT) Green Book / Transport Analysis Guidance (TAG) compliant business cases for a wide range of infrastructure and regeneration projects.

The role offers a flexible combination of office-based and hybrid working, with occasional travel required within the city and to stakeholders in Greater Manchester (GM). Wider travel outside of GM may occasionally be necessary.

Key Responsibilities:
  • Work collaboratively within the Infrastructure Team and with other departments such as Highways, Landscape, Street Lighting, Property, Development, and Maintenance teams.
  • Identify potential funding opportunities and lead the development of DfT Green Book / TAG compliant business cases and funding bids for various infrastructure and regeneration projects.
  • Compile and manage a project plan using a recognised project management methodology to achieve project objectives.
  • Develop high-level project cost estimates in collaboration with colleagues and stakeholders.
  • Prepare briefings for leadership team (alongside Infrastructure colleagues).
  • Engage with and brief members and stakeholders (alongside Infrastructure colleagues).
  • Proactively build relationships with stakeholders and partners.
  • Attend consultation events.
  • Conduct site visits as required.
  • Manage internal and external project reporting and approval processes with guidance from Infrastructure colleagues.
Job Requirements:
  • Experience in infrastructure and highway transportation planning.
  • Strong project management skills, including familiarity with recognised project management methodologies.
  • Understanding of DfT Green Book guidelines and TAG.
  • Excellent communication and stakeholder engagement abilities.
  • Ability to develop high-level project cost estimates.
  • Experience preparing briefings and reports for senior management and stakeholders.
  • Proactive approach to building stakeholder partnerships.
  • Willingness to travel within Salford and occasionally outside of Greater Manchester as needed.
