We are looking for talented and motivated professionals to join our new Project Delivery Unit. This team will be responsible for delivering strategic and transformational projects across the district, including regeneration, housing, economic development, and cultural initiatives. These projects aim to enhance the quality of life and well-being of our residents and visitors.

Job purpose

To provide corporate management/project capacity in support of the Corporate Director for Place and Economy. The post holder will support Levelling Up projects with Officers across all departments and with partners such as Essex County Council.

A proportion of the role will necessitate working at a strategic level with public and voluntary sector partners to jointly deliver projects which redesign public services to both improve outcomes and / or make financial efficiency savings.

To provide advice and guidance on all aspects of the Council's Levelling Up priorities in connection with economic growth.

Key role accountabilities

  • To provide advice to Members and Senior Officers of the Council within the remit of the role and to provide productive working relationships.
  • To prepare and present reports to Council, Cabinet, Committees, Management Team ensuring a high standard of written and oral presentation.
  • Liaising with the Portfolio Holders or Committee Chairs as appropriate and a wide range of external organisations relevant to the work of the position.
  • To manage all resources, including financial, as allocated.
  • To provide leadership and management to staff engaged in projects. This will impact on meeting the requirements of staff's learning and development, appraisal, discipline and absence including addressing individual poor performance and fostering effective teamwork.
  • Leading by example and contributing to the Council's objectives; providing a customer focussed electronically driven service that meets the needs and expectations of the user.
  • Project managing temporary work groups if required.
  • Such other duties as may be required by the Council from time to time.

Skills, knowledge and experience

  • Level 6/7 Project Management qualification and commensurate knowledge gained through experience and personal development will be considered.
  • A Level 4/5 Leadership or Management qualification (or commensurate knowledge gained through experience and personal development will be considered).
  • Experience of working in a complex and diverse organisation at a senior level undertaking similar functions and duties to those in the job description.
  • A consistent record of providing sound professional advice and building success through effective and productive working relationships.
  • Effective budget management skills.
  • Demonstrable literacy and numeracy skills.
  • Proficient in MS-Word, Excel and Outlook (a Level 2 IT qualification would be an ideal way to demonstrate this).
  • Experience in using persuasive and influencing techniques.
  • Excellent written and verbal communication
  • The ability to plan and organise based on deadlines and milestones.
  • Able to work well in a high pressure environment.
