Refuse, Recycling and Street Cleansing Operative Job ref: ST 12753 Job type: Permanent Location: North Road Depot, Newtownards Salary: Scale 3, SCP 6 - 7, £23,893 to £24,294 per annum Quantity of Posts Available: 1 Closing date: Thursday 24 Oct 2024 16:00 Job summary To undertake various duties associated with the refuse / recycling collection and street cleansing functions of the Council. Please note This is a permanent full time post, working 36 hours per week Monday to Thursday 7.00 am to 4.30 pm The post based in North Road Depot Newtownards, however successful candidates will work throughout the Borough. A reserve list may be kept from this recruitment exercise. PURPOSE AND FUNCTION OF THE POST To undertake various duties associated with the refuse / recycling collection and street cleansing functions of the Council. PRINCIPAL DUTIES AND RESPONSIBILITIES 1. Undertake either individually or as a member of a team, duties relating to waste collection, recycling and street cleansing including: The collection of domestic and commercial waste from properties throughout the borough. Loading refuse containers and sacks onto collection vehicles and returning the containers to a position that does not cause an obstruction on roads, driveways or footpaths. Collecting, emptying and returning refuse containers of householders qualifying for the Councils assisted lift service. Inspecting the contents of all containers for contamination prior to emptying and reporting to driver/team leader where contaminated containers are found. Record all additional/deleted premises on route, report obstructed access problems and return later if practicable to any premises missed due to access problems. Record and report where any damage occurs to refuse containers during the collection process and where a container is found to be in poor condition that presents a health and safety issue. Assisting the driver in safe manoeuvring of the vehicle, especially reversing, on the route or at the disposal location. Collecting large items from individual households as part of the Councils bulky collection service. Sweeping/collecting and removing litter, dirt, leaves, dog fouling etc. from Council land and public spaces including roads, pavements and car parks. Emptying all waste from litter bins, and cleaning bins as necessary. Remove fly tipping, illegal dumping and dead animals from roads and public spaces; remove fly posters. Reporting any damage to litter bins, signs or other Council property. 2. As a front-line service provider, to maintain a positive image of the Council by ensuring that personal appearance and conduct is of a high standard at all times. 3. To be responsible for the care and maintenance of all tools and equipment allocated in respect of the duties to be carried out. 4. To retain a level of knowledge on the operation of the refuse collection, recycling collections and street cleansing services and undertake any training to maintain this knowledge. 5. If appropriate, to report to the driver any issues arising with regard to the correct use of waste collection schemes by householders e.g. contamination of bins, spills etc. 6. Assist with the promotion of good working relationships between the Council, customers and members of the public and to assist with any promotional activities designed to encourage householders/commercial premises to recycle; including personal contact; leaflet drops; delivery of bins; attachment of bin stickers and survey work etc. and to advise the public on recycling issues. 7. Ensure that all work activities are carried out in accordance with Health and Safety Regulations and operating procedures. 8. To redeploy to other duties as required e.g. during adverse weather conditions that affect the normal service. 9. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirements and wear all items of PPE issued. 10. Assist the Supervisor to ensure that performance targets are achieved to agreed quality standards as appropriate. 11. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. PERSON SPECIFICATION Refuse, Recycling and Street Cleansing Operative The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. Qualifications: Desirable A relevant qualification in waste management Experience Essential: At least two years experience in paid employment of outdoor manual work and heavy lifting items over 16kg for more than 50% of a working day, in all weather conditions At least two years experience in paid employment of dealing with the public on a face-to-face basis Experience of working as part of a team Desirable: Experience in the operation of automatic bin lifting systems Experience working within a waste and/or recycling environment Key skills and Abilities: Essential: Good communication skills Understanding and appreciation of the needs of the public To be a good team worker Other Requirements: Essential: Able to work outside normal working hours as and when required Appointment will be subject to satisfactory completion of a medical questionnaire including a pre-employment Drugs and Alcohol Screening Desirable: Training in the operation of automatic bin lifting systems Benefits Employees have access to a wide range of benefits at Ards and North Down Borough Council.
