Connect2Luton are excited to recruit a Registered Building Control Inspector on behalf of Luton Borough Council.

Main purpose of position:
\n
To undertake specialist or technical assessments/activities and make decisions on those assessments, using skills that would have been gained through qualifications and practical experience, to effectively deliver the Building Control function throughout the Council's jurisdiction and as part of any partnering or similar scheme, ensuring buildings comply with the relevant regulatory standards in terms of health, safety, sustainability, energy conservation, accessibility and design.
\n
Undertake Building Control functions as part of a Multi-Disciplinary Team (MDT) as appointed by the Building Safety Regulator (BSR) on High Risk Buildings (HRB's), adhering to the required process and activities specified by the BSR.
\n
To be able to effectively manage and evaluate a caseload of a full range of developments with specific focus on more complex schemes and premises including those in scope with the building safety regulator, examining plans and carrying out site inspections, initiating and dealing with enforcement action.
\n
Assessing dangerous structures and implementing immediate remedial works.
\n
Where appropriate and within limits of competence provide supervision and management of the work of others within the Building Control sections management framework not having the appropriate band of competence.
\n
You will be responsible to:
\n
\n- To discharge the council's delegated powers and duties as required by the Building Act 1984 and other legislation and to provide appropriate and proportionate advice to the responsible officer concerning decisions about compliance with the Building Regulations etc and being within the limits of the post holders competence.
\n- Based on validated competence, without direct supervision, manage a portfolio of development sites, including high-risk building schemes (new applications, regularisations and reversion applications) and maintain proper records, for plan appraisals and site inspections, the evaluation of work/remedial action, working within a framework for inspections of projects to ensure compliance with current Building Regulations, Building Act 1984, allied legislation and technical standards.
\n- Within limits of competence provide accurate information, advice and professional support to businesses and/or individuals, in accordance with the inspection framework or through 'spot checks' and ensure appropriate action is taken to comply with legislation and technical standards.
\n- Either inside the band of competence, or outside of it but under supervision, investigate matters.
\n- To lead the Building Control service and its working relationship with the Building Safety Regulator (BSR) and any associated regional hub, providing the specialist assessments/activities as appointed by the BSR, maintaining accurate and timely reports as specified.
\n- To manage a team of Registered Building Inspectors (within competence level) and provide supervision of project work with a wide range of professional and technical skills ensuring the Council discharges its delegated powers and duties, as required under the Building Act 1984, associated legislation etc.
\n- To be available to partake in the dangerous structure's rota.
\n- To deputise and make decisions for the Service Manager - Building Control Consultancy in their absence.

Skills and Experience:
\n
\n- Substantial experience in Building Control, working on Class 3 building types, together with post qualification experience (including restricted activities and functions, and enforcement
\n- Registered with the Building Safety Regulator as a building inspector, with demonstrable competency to work
\n- Technically excellent individual who demonstrates logical methods of working, shows attention to detail and provides clear professional advice
\n- Ability to thoroughly examine Principal Designers plans
\n- Undertake site inspections; compile reports and keep written records to justify decisions made in relation to the practical application of the building regulations, within the context of investigation by the Building Safety Regulator and the personal liability imposed upon all Inspectors by the Building Safety Act 2022.
\n- Excellent interpersonal/ people skills, self-motivated and a productive team player
\n- Able to co-ordinate work activities to maximise service delivery and can successfully achieve consensus in representing own professional view as one among several, perhaps competing, views
\n- The post holder must be able to demonstrate, using the competency framework, the ability to carry out the duties and tasks commensurate with Class 3 HRB building types
\n- Excellent knowledge of the construction industry, methods, techniques and materials
\n- Registered with the Building Safety Regulator as a building inspector
