Procurement

Whilst the Council as a whole is focussed on instilling financial discipline and making services more efficient, it is essential that as a Procurement Team we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council's major reorganisation plan, we established a new Strategic Procurement and Governance team and are moving to phase 2 of the growth and development with the creation of some exciting new opportunities within the team.

The Role

As the Senior Strategic Procurement Specialist you will be responsible for supporting the delivery of a strategic procurement service, focusing on the council's critical procurements (those with high value, risk and complexity). You will also lead on developing procurement /sub-category plan(s) in spend areas assigned to you by the Strategic Procurement Manager.

Day to Day you will take responsibility for activities including:

  • Design and deliver procurement solutions that provide cashable savings and process efficiencies for the organisation whilst improving outcomes for our residents.
  • Provide commercial input into the development of medium to higher risk/complex business cases through the provision of research, data and overall analysis of market viability
  • Lead the end to end tender process for assigned procurements, ensuring full compliance to standards and practices for tendering.
  • Support the promotion of the compliant use of procurement and purchasing (P2P) processes & systems for the assigned areas.
  • Make recommendations based on early engagement with suppliers, stakeholders and using lessons learned from other relevant contracts

The role will be key in taking responsibility for the procurement of contracts and delivery of savings, within the assigned areas, with minimum values in line with the Agreement on Government Procurement (GPA) supplies and services threshold.

The Person

To be considered for the role you will ideally be working towards your MCIPS qualification, and have up to date knowledge of current and prospective public procurement legislation. You will need a detailed understanding of the procurement and commissioning lifecycle as well as the ability to use procurement systems and support the tender process.
