Job Purpose

Join the team an experienced Software Engineer, where you will be at the forefront of designing, delivering, and continuously optimising software applications that are secure, accessible, and financially sustainable, meeting the diverse needs of our users. You will contribute to and improve software engineering practices and processes, while supporting and enhancing a suite of existing software products.

Understanding user needs for various software components, you will ensure the delivery of value, while upholding the Council's values for security, financial prudence, transparency, inclusion, and sustainability. Your collaboration within a multidisciplinary team will promote the sharing of expertise and create opportunities for continuous learning and development.

Additionally, you will actively contribute to Council-wide initiatives that align with our corporate objectives and address the needs of Havering residents and businesses. You will also ensure effective user support, including out-of-hours support on a rota basis.

Role Accountability

As a Software Engineer, you will develop and improve software solutions using automated tooling to ensure high performance, accessibility, simplicity, cost-effectiveness, and error-free designs; understand user needs, estimate effort, and contribute to evaluations and reviews of methods and standards; ensure information security by enforcing IT policies; contribute to a community of practice and use Agile methodology for rapid delivery; develop and apply appropriate design standards, methods, and tools; apply security controls as per policy and risk assessments to maintain information confidentiality, integrity, and availability; and identify, assess, and manage risks continuously.

The Experience You Will Bring

As an experienced Software Engineer, it is essential to have a degree or equivalent work-related attainment as well as experience with 'Microsoft Dynamics 365' development, Power Platform and Logic Apps development.

Additional skills and attributes required for this role include:

  • Programming/software development: you design, code, verify, test, document, amend, and refactor complex programs and integration software services, contribute to the selection of development methods and tools, apply standards for well-engineered outcomes, and lead reviews of your own and colleagues' work.
  • Systems and software lifecycle engineering: you elicit requirements for lifecycle practices and automation, prepare design options for methods, procedures, techniques, tools, and people, select lifecycle practices for software components and microservices, and deploy automation to ensure well-engineered and secure outcomes.
  • Systems integration and build: you provide technical expertise for configuring system components for testing, collaborate on and report integration plans, define and ensure the configuration of integration test environments, design and report integration tests, document system integration components, and recommend process and tool improvements.
  • Solution architecture: you contribute to developing solution architectures in specific business or functional areas, evaluate alternative architectures considering cost and performance trade-offs, document significant decisions, produce specifications for cloud or on-premises components for detailed design, and support projects by aligning solutions with enterprise and security standards.
