Our client is looking for an experienced Hard Services Technical Manager.
Qualifications
Essential:
• Relevant certification in Facilities Management Engineering or occupational health
and safety (NEBOSH, IOSH, or equivalent)
C Knowledge & Experience
Essential:
• Experience of working within a hard services environment, including mechanical,
electrical, fabric and minor works.
• Knowledge of building maintenance practices, standards, and regulations.
• A strong understanding of health and safety regulations and procedures.
• Knowledge of contracts and performance management.
• Experience in managing hard services contracts and ensuring compliance with
contract requirements.
To be responsible for overseeing and monitoring the operational elements of the Hard
Services contracts to ensure full compliance with the contract requirements and that the
service delivery aspects are delivered by the Service Provider(s) in an effective, efficient,
cost-effective manner coordinated with stakeholders, business users and customers
Oversee and monitor the operational elements of Hard Services contracts to ensure
full compliance with contract requirements and effective, efficient and cost-effective
service delivery.
• Act as the technical point of contact for Service Providers to resolve escalated issues
and complaints, provide technical advice and ensure Service Providers take corrective
actions.
• Support the planning, delivery and coordination of the Council’s reactive technical
maintenance delivery for buildings, to contribute to the development and
implementation of effective property management strategies.
• Ensure services are delivered safely through monitoring, reviewing competencies, and
implementing safe work processes, to maintain a safe working environment and
comply with health and safety regulations.
• Conduct regular audits of buildings and processes, to identify and rectify issues with
service delivery by Service Providers.
• Provide regular service reporting to relevant stakeholders, to keep them informed
about service performance and identify areas for improvement.
• Liaise with other areas of the Council to ensure policy compliance to effectively
implement Council governance.
• Develop and implement contractor performance and procurement strategies to
enhance supplier performance and deliver effective procurement processes.
• Oversee and monitor Service Providers to ensure effective service delivery, to deliver
high-quality services that meet contractual requirements and provide value for money.
• Provide strong technical leadership to ensure successful delivery of operations and
support the development and implementation of the facilities strategy.
• Develop policies and procedures for Operational Property and Facilities Management
to ensure compliance with relevant requirements for Hard FM services.
• Review and monitor asset register, maintenance programmes, risk assessments and

critical spares lists to maintain accurate records and plan for effective maintenance
and operation.
• Oversee the planning, coordination and delivery of disruptive works and reactive
repairs, to ensure timely and effective delivery of these activities and effective
communication with stakeholders.
