Payments underpin our economy. Behind these payments are several important payment systems. We rely on these systems to support markets, facilitate competition and drive innovation. This helps to deliver new products, find new ways to protect people from harm, and deliver services that give people and businesses more choice and control about how to pay and be paid. We need the technology, the rules governing the use of these systems and the markets they support to all work well. This is where the PSR plays an important role we are the economic regulator of, and competition authority for, those systems. We protect people and businesses and promote competition and innovation in these systems and the markets that they support. The PSR is an independent economic regulator. We are directly accountable to Parliament and funded by the payments industry. We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority. Operationally we are an independent subsidiary of the Financial Conduct Authority. The PSR regulates a fast-moving sector, at a time where innovation and new technology are driving significant shifts in behaviour and business models. Reflecting this, our legislative framework continues to adapt and change, allowing us to take further action on payment fraud; ensuring we can regulate new payment technologies that use crypto technologies; consider the potential implications of the emerging proposals for a digital pound ; and supporting our expanded role in open banking. Purpose of the role This is an important new role at the PSR which will own and drive forward the regulator s stakeholder engagement strategy. As the person whose job it is to take a step back to look at the big picture and see where and how the PSR needs to be engaging and communicating, you will play an essential role in defining and delivering our approach, ensuring it has an impact and measuring its effectiveness. This is a pivotal role at the PSR, with regular exposure to Executive and Board. You will be heavily involved in engaging with and understanding the views and motivations of our broad and diverse stakeholder ecosystem. As a highly strategic individual, you will create, plan, oversee delivery, measure and (when appropriate) refresh our strategic communications and engagement approach. You and team will also advise the wider PSR on engagement effectively working as a consultancy within the business so they are able to deliver excellent proactive and impactful engagement strategies to support their own work areas and projects. You will also have responsibility for our events and speaker programme making sure we are at the right events, meeting the right people and saying the right things, or creating our own events to convene stakeholders to discuss key issues and demonstrate thought leadership. You will also oversee the speechwriting process (commissioning content from either PSR colleagues or external suppliers) to create speeches that are well-messaged and engaging for the audience. You will report into the Senior Manager Head of Communications and Engagement , and as part of the Communications and Engagement Leadership team you will work alongside two other managers Corporate Communications Manager and Content and Channels Manager . Working closely with the Senior Manager Head of Comms and Engagement to gain their advice and secure their buy in, you will create, deliver and evaluate an annual business plan for Strategic Engagement that sets out your priorities and focus areas, approach and delivery, resourcing, risks and mitigation and measurement. As a member of the Communications and Engagement leadership team, you will work closely with and coordinate delivery with the other two managers in the team Corporate Communications Manager and Content and Channels Manager - making sure our work is proactive, strategic, on message, timely, and impactful. The Communications and Engagement Team is part of the wider Strategy Analysis and Engagement division, led by Dan Moore. You will play an active role in the senior leadership team for this division, working with colleagues across the division to ensure it remains a supportive and high performing division. This will be a team of four, including yourself and you will have three direct reports. Key audiences and stakeholders External: payment system operators; payments and banking industry organisations and their trade bodies; retailers and businesses that use payments systems; consumer and user organisations; fintech and big tech; other regulators and authorities; and (working with the Strategy Team) international stakeholders Internal: colleagues, the executives, and board.
