Team Leader: Just Rural Transition Support ProgrammeProject Overview and Role:Primary Duties and Responsibilities:Palladium is seeking a Team Leader with a vision for how public policy can incentivise sustainable agriculture that benefits rural livelihoods for a potential new programme funded by the UK Foreign, Commonwealth and Development Office.The Just Rural Transition Support Programme (JRTSP) is a potential new programme that will provide technical assistance, grant, capacity building and governance support to create conditions for policy reforms that promote an inclusive and just transition to sustainable agriculture in ODA-eligible countries.The Team Leader will be responsible for the overall management and leadership of the project including strategic guidance and leadership, project and team management, monitoring of programme performance and client and corporate reporting. They will act as the primary project representative for relevant stakeholders including government, civil society and private sector partners as well as with UK Government representatives. They will oversee the fund’s mobilisation of experts during inception and implementation for short- and long-term assignments and lead a core team that includes central and regional roles. They should bring both strong technical expertise and understanding of sustainable agriculture, policy and economic reform processes, key dimensions of just rural transition as well as cross-cutting programme and stakeholder engagement skills. They will be expected to collaborate with other relevant projects working globally to share lessons and support Palladium’s global impact mission.It is expected that the Team Leader will be based in Bristol or London, UK, but other locations may be considered.Program Leadership and Management Provide overall guidance and strategic direction to all aspects of the programme, act as the programme’s “thought leader” and as a trusted advisor to FCDO counterparts on all technical and strategic elements of the programme.Oversee the deployment of short- and long-term technical assistance assignments to ensure that all assignments will deliver on the programmes stated objectives and outcome / impact targets.Oversee knowledge generation and research assignments to ensure that programme activities are both coherent and deliver evidence-based programme outcomes as well as wider developmental and poverty reduction goals that consider the needs of local stakeholders.Ensure timely delivery of quality services and contractual commitments in the head contract, including milestone and performance deliverables.Lead timely and accurate reporting in line with the client reporting requirements as well as for submission of internal reports to Palladium.Client and Stakeholder Relationships Maintain an excellent working relationship with HMG representatives in London and in posts/embassies in relevant countries.Attend and represent Palladium’s delivery team at relevant high-level meetings.Represent the project in external meetings with government, civil society, and private sector stakeholders.Personnel Management Manage direct reports in the project and oversee the performance management of the entire team, including opportunities for professional team development.Participate as required in team management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development.Required Qualifications:Very strong understanding of the political economy of transitions to sustainable agriculture and a vision for how public policy reform can support a just rural transition in ODA-eligible countries.Experience facilitating complex political/governance reform processes as part of international programmes and in diverse settings / contexts.A problem solver and listener with strong analytical and critical thinking skills, able to diplomatically and respectfully influence and challenge others.Demonstrated capacity to build and maintain effective partnerships to achieve mutual goals and objectives including with governments, civil society, and private sector.Experience leading global teams to deliver ambitious and impact-oriented outcomes to address complex problems.Strong project management capability including demonstrated ability to produce and deliver on workplans, use adaptive management techniques, and effectively manage teams in complex contexts and in response to changing circumstances.Strong interpersonal and communications skills.Experience of leading similar projects with relevant themes and in ODA-eligible countries in Africa, Asia, and South America.Experience working on donor-funded projects, with experience working with the UK Government considered an advantage.Company Overview:About Palladium - Palladium is a global leader in the design, development and delivery of Positive Impact – the intentional creation of enduring social and economic value.
