Our Water sector tier 1 contractor client are seeking a Water Supply Planned Outage Manager for their CMDP (Southern Water) joint venture framework.

Based at Burham WSW, Rochester, Kent on a permanent basis, you will take responsibility for the Supply Planned Outage Process at this site, working alongside the operational and delivery team.

The joint venture ensures the design and delivery of individual clean and wastewater treatment plants, pump stations and sea outfalls. You will report directly to a Senior PM.

Water Supply Planned Outage Manager is responsible for managing and overseeing the safe execution of planned site outages to allow installation and commissioning activities to take place. This role is critical for ensuring that all work carried out on the site is done safely and in compliance with relevant regulations.

Responsibilities

  • Safety Management - Develop, implement, and monitor safety plans for all installation and commissioning activities as part of planned outages. Complete risk assessments. Manage the permit to work system documenting high risk activity.
  • Operations - Coordinate site operations as part of any planned outages, ensuring that they are conducted in a controlled and safe manner. This includes the scheduling and sequencing of work to minimize risks.
  • Regulatory Compliance:Ensure that all planned outage operations on the site comply with relevant health, safety, and environmental regulations and standards.
  • Inspections and Audits:Conduct regular inspections and audits of the process, addressing any non-compliance or safety concerns promptly.
  • Documentation:Maintain accurate and up-to-date records of all planned outage-related activities, including risk assessments, permits, inspections, single point of failure analysis and incident reports.
  • Stakeholder Communication:Act as a liaison between different stakeholders (operations, maintenance, contractors, and management) to ensure clear communication of safety requirements and operational plans.
  • Toolbox Talks and Safety Briefings:Conduct regular safety briefings and toolbox talks to ensure all personnel are aware of the risks and safety measures for their tasks
  • Competency Management:Monitor the competency of personnel, ensuring that only qualified and trained individuals are authorized to perform specific tasks, especially those involving high-risk activities.
  • Environmental Safeguards:Ensure that all planned outage operations are conducted in a way that minimizes environmental impact, particularly in sensitive areas such as water sources and treatment facilities.

In summary, the Planned Outage Manager plays a pivotal role in ensuring the safety and continuity of operations on the water supply site, balancing the need for efficient construction while maintaining a safe working environment. The manager assess the risk level of each planned outage, and should the risk level or complexity be evaluated as such, the High risk / High complexity permit process shall be followed.

Skills/experience/qualifications

  • Extensive experience of water industry ideally dealing with the Southern Water SCO process or similar planned outage management.
  • Proven ability to manage a large team in a multi-supplier environment
  • Knowledge and understanding of construction contract law and forms of contract through experience and formal training.
  • Knowledge and understanding of the requirements of the Water quality standards and procedure's.
